Perhaps you should rephrase it as, when Apple fixes the issue with iCloud Drive. But that seems to be an even slimmer chance, as they'd actually have to either :
- Release iOS 8 for iPhone 4 and older (unlikely)
- Release iCloud Drive for devices running iOS 7 (not-that-unlikely-but-somewhat-still-unlikely)
- Allow backwards inter-compatibility of iCD with the older version of iCloud. (not sure about this)
All in all, doesn't seem to be of much importance to them, anyway.

Sep 27, 2014 10:42 AM in response to cattlefishby cattlefish,I also had a web chat with Apple support. Let me explain my situation again. I upgraded my 4S to iOS 8 and enabled iCloud Drive. Then downgraded back to iOS 7 the next day.
The Apple Support agent explained me that iCloud Drive could exactly be the reason for the WhatsApp backup load to be stuck.
Here are the quotes from the chat.
iCloud Documents and Data underwent some changes when iOS 8 update was released.
That’s why the application isn’t backing up then. If you already upgraded your iCloud account to iCloud drive, then any devices that aren’t using OS X Yosemite and iOS 8 wouldn’t be able to utilize the Documents and data storage on the iCloud account. So if you upgrade to iOS 8 again on your iPhone, you’ll be able to utilize the Whats app backup again.
You’ll still be able to sync information such as your Contacts, Calendars, Notes, Etc. through iCloud to your computer as well.
Once an iCloud account has been upgraded to iCloud Drive, the changes can’t be reverted. This article explains the iCloud Drive upgrade a bit further as well

I’m confident that upgrading to iOS 8 again will let you perform that backup again though.
So now I am left with the only choice of upgrading to iOS 8. Having read the latest review and feedback on iOS 8.0.2, I am still undecided. Some say the performance of iOS 8 on 4S is fine while some are absolutely cursing it.

Today an idea struck me and I think that it might just work.
Create another Apple ID and connect it to iCloud and try and backup WhatsApp to that new Apple ID.
And before removing the old iCloud account from your iPhone, remember to disable Documents & Data. Then verify if the WhatsApp backup has stopped. It should tell you enable Documents and Data when you check the backup status in WhatsApp.
Once you connect the new Apple ID to iCloud, enable Documents and Data in iCloud and then try to backup WhatsApp. I guess it might work.
Please let us know the result if you do try this method.

I think I just managed to solve a quite similar problem to this.
Situation:
- iPhone 5s, running on iOS 7.something and a new iPhone 6 on iOS 8.0.2
- iCloud was already updated to iCloud Drive, but no Backup of WhatsApp-Data has been done so far
- Did a full backup of the iPhone 5 onto my Mac, and restored then the backup to the new iPhone 6
- Everything was fine, besides of WhatsApp, telling me I have to reinstall it and then get all the Messages from the iCloud-Backup of WhatsApp
- Started a WhatsApp-Backup from the iPhone 5s to iCloud, but this stuck somewhere at 97% and stayed there for about 2h
Steps that helped me:
- Reinstalled WhatApp on the iPhone 6
- Logged into iCloud through System Preferences from a OS X 10.10 Mac, to delete the WhatsApp-Backup (only way to do this, no possibility through Webinterface or OS X 10.9.X)
- Reloaded the Backup onto iPhone 6, and as the welcome screen appeared, I skipped the Login to iCloud.
- Verified the new iPhone 6 with WhatsApp and voilà, all the messages where there.
- Did a new backup from the iPhone 6 WhatsApp-Data onto iCloud
What I don't know is:
- Was it only possible because I first reinstalled WhatsApp again on the iPhone 6
- As far as I can tell, the problem did not happen on a iPhone 5s which was already updated to iOS 8.0.2 and then moved to a iPhone 6
- Looks like the setup process of a new iOS8 device moves the iCloud to iCloudDrive, which then makes it unpossible for a iOS 7 device to send WhatsApp-Data onto it.
Hope this helps someone - let me know your experiences with that try.

Nov 1, 2014 5:28 AM in response to cattlefishby Crizzz,★HelpfulIt worked for me. On iPhone4 at iOS7 the upload to iCloud stopped at 1%. Because on my iPhone 6 (iOS8) I use iCloud Drive. So I seemed stuck.
But I followed your idea:
- on iPhone4 log out from current Apple ID (which I also use on iPhone6);
- stop the back-up from Whatsapp;
- create a new AppleID on iPhone4;
- Whatsapp will then do a perfect backup to iCloud;
- On the iPhone6 install WhatsApp and log in with the new AppleID for iCloud;
- Now WhatsApp will do a restore of all your contacts and history;
- Log out of new AppleID and log in with old Apple ID;
- Now create a backup to old Apple ID (iCloud Drive)

I had the problem of the stuck backup on my old iphone 4s, but now chat history it's successfully restored on my new iphone 6.

- Reset Documents from www.icloud.com, settings page.
- on iPhone 4s log out from iCloud.
- Restart your iPhone 4s.
- Sign in again on iCloud.
- Now go to Whatsapp
- Back up will work fine.

I have an iPhone 4 still on iOS 6 but an iPad on iOS 8. I stupidly enabled iCD before I realised there is little point because I use Windows and not OS X. I've since disabled it but now my iPhone will not backup anything to iCloud - including, of course, WhatsApp. It sounds like I'm stuffed with regard to WhatsApp when I decide to buy a new iPhone?! I guess at the time I'll try the new iCloud account trick but it's pretty poor form from both Apple and WhatsApp - Apple for doing stuff in the background that stops things working for no apparent reason for people running older devices and WhatsApp for not giving an alternative backup method and apparently providing little to no support.

Feb 6, 2015 2:19 AM in response to nssmacby arianrishi,I found the solution to a similar problem. My Whatsapp stopped working and I had to delete it and download it again.
After downloading it, the restore would get stuck at 0% in wifi and also on 3G.
I followed all the replies by several users here. Finally logged into my iCloud account and did a 'Reset Documents & Data'
And rebooted my iPhone.
This time the download started and is getting completed now.
Note - I am using a iPhone 4S with iOS7. I never upgraded it to iOS8.
Hope this works for others too.

storage > Manage Storage // then click whatsapp message
Click Edit , then Delete all
After this you should be able to do the backup chat

Exit Settings And WhatsApp
Then turn it on again and it should work properly.
