On the Mac, if you go to System Preferences > Security & Privacy > Privacy > Location Services, make sure they're on.

everything is on but still the same "online, no location available"

i think i solved the mystery, i turned my WiFi on for my Mac Mini. i guess WiFi has to be enabled. in my opinion not a good because tracking via an IP address is morse accurate or am i not getting this?

Yes, your Mac needs to be connected to a Wi-Fi.  See this help text:  iCloud: Troubleshooting Find My iPhone, iPad, iPod touch, or Mac http://support.apple.com/kb/TS4006

Find My Mac can only locate your Mac if it is connected to the Internet via a known Wi-Fi network. If your Mac is connected to the Internet only by an Ethernet cable, Find My Mac will not be able to locate your Mac.

    ....

Your iPad, iPod Touch, or Mac is asleep and not connected to a known Wi-Fi network. You will still be able to request an erase, send a message to display and lock your device, or request that a sound be played. The command will be processed when your device is awakened and connected to the Internet.
