Q: why doesn't my iphone 5S have wifi calling?

Why doesn't my iPhone 5S have wifi calling. This is supposedly a feature with IOS 8.0.XX. I do not see the option to turn wifi calling on or off.

WiFi calling is only available on the iPhone 6 and 6+ and then only if your carrier supports it.

I thought I had read that Iphones from 4 on up were capable. It was dependent on the IOS and I suppose the carrier.
