You can mute the camera shutter sound by toggling the Ring/Silent switch on the side of the device. See the following article:

Adjust the volume of the shutter sound with the Ringer and Alerts settings in Settings > Sounds. Or mute the sound using the Ring/Silent switch. (In some countries muting is disabled.)
In what country are you located/from what country was the devices office sold? Japan is one country when you can't silence the shutter sound.
