Welcome to Apple Support Communities.
If you have a recent backup in iTunes or an iCloud backup, you can restore from the backup to resolve the issue of setting the iPhone up as a new device. This article will walk you through the process of restoring a device from a backup:

And, if you don’t have a backup, you can download past purchases from the App Store as shown in the article below.
