I am on iOS 7.1.1
1) Turn off data for a given app
2) Close the app (double click main button, swipe up to close out app)
3) Open the app, dismiss irritating pop-up.
(repeat as needed, the person who proposed the procedure said 3x, but mine worked on the first try)
Other details:
I was in range of one of my wifi networks, so I disabled wifi before I started.

Jun 8, 2014 6:13 PM in response to Graybrain23by JD Apples,Something that worked for me (if you don't worry about synchronizing Notes between devices). Settings > Mail, Contacts, Calenders. Go into all your accounts and turn off Notes, it will ask if you want to delete it, first make sure that all notes are copied to your phone's Note account (On My iPhone) if necessary.
You may want to turn Notes off on any other devices (MacBook etc) that are linked with your phone's email accounts.

Oct 29, 2014 8:34 AM in response to Graybrain23by Justputtingitoutthere,My solution was to go into settings, general, restrictions and then scrolling down to allow changes. Click on cellular data use and check Don't allow.
Be sure to turn off whatever apps you want first

Even on wifi, every time I opened the app it gave me the warning. After setting the restrictions the warning is gone.

Im running ios8.1 on my i5 and it is quite frustrating, I think mostly because i have chosen the settings on purpose and it still 'reminder/warn/annoy you regardless.

Oct 31, 2014 12:31 AM in response to Justputtingitoutthereby Rich4rd,too bad same behaviour here. Sometimes it gives the warning, sometimes it doesn't. What you say is true. Very strange that you change a setting and it warns you every time you open the app.
It's like turning off the lights and someone yelling: "HEY, you just turned off the lights. If you want to turn them on again, feel free to use the switch"

I can almost put up with it when it comes to app usage, but the one that gets me is "Cellular data is turned off for Settings". Leaving aside the issue of "I know it's turned off, I did that for a reason!", why in the world would "Settings" need cellular access???
This pops up every five minutes.... Having Michael Douglas "Falling Down" moments...

Nov 13, 2014 3:51 AM in response to Fatalbertby certixus,I'm getting the same warning for Settings. It's completely insane. I've just now tried Justputtingitoutthere's suggestion. It seems to have worked for now. Let's see if it works long term. Not a very good move by Apple and its developers.
EDITED: never mind, it did it again. the restrictions did nothing to stop the dang warnings. *sigh*

They give you the ability to turn off cellular data for an app and then remind you constantly that you did it. This is the definition of a smart phone behaving like a dumb phone.

Download "Flex 2" from Cydia. Open Flex. Under the cloud submissions section (middle tab), select "SpringBoard" and find "Cellular Data No More." You will be asked to restart springboard before it becomes active. This tweak will suppress those annoying popups.
