In the Photos.app.  When you select a photo and click "edit", there is an eye icon at the upper border of the panel. That is the "red eye" correction tool.

I am only seeing the Red Eye correction tool on some of the photos, not for all. I could not yet figure out for which photos it is missing, but all photos, that are showing the red eye tool have been uploaded from Aperture or iPhoto using iTunes and have faces assigned. I cannot make the Red Eye Tool appear for photos taken with the iPhone. Perhaps it will only appear for photos with clear faces.

Exploring further, the Red Eye correction tool will only show for photos taken with my iPhone, if the flash was set to "On". That makes perfect sense, since without flashlight the red eyes cannot occur.

Take a test picture with the flash on and check, if the Red Eye Correction tool will now show.
