I'm running out of storage on my MacBook and thought it would be good to move my iTunes library to the Cloud. I have it backed up on an external hard drive as well.

I'm no expert so I can't say this with certainty. However, I am in a similar situation and I believe the answer to your question is yes, your music can be retrieved. I've not yet subscribed to iTunes Match because I have over 25,000 songs and need to find out if there's a work around for that (e.g., can more storage space be purhcased?). However, a couple of weeks ago I accidentally deleted my entire library from my MacBook Air's SSD. Because I've been using Time Machine with Time Capsule and was automatically backing up the entire computer hourly, I was able to retrieve my iTunes library. However, I couldn't figure out how to just retrieve the library so instead I did a complete computer recovery which restored the entire computer back to the way it was (all folders and files) a couple by selecting to recover from a 6 AM backup (I had lost my music around 8 AM). Because I had to do an entire system restore the process took all day (12 hours) but it worked flawlessly. Since then, I've purchased another, traditional 1TB USB portable Hard Drive and saved my iTunes library to it. So, if I loos it all again, I "think" I should have no problem restoring just the iTunes library should I so desire. Of course, one never really knows how the recovery process will go until one actually uses it. In Summary, if you're backing up with Time Machine and your hard drive is reliable you're safe, though you may have to restore all your computer files. If you're backing up iTunes to a hard drive and just selecting iTunes as the file to save, in theory, you should not have anything to worry about.
