Yes, that is gone.
iPhoto is not compatible with iOS 8. You can migrate your photos to the new, improved Photos.app.
But it will be a lossy migration - no books or journals are supported any longer.

I remember now that I migrated all to the photos app and it's a big unorganized mess. It can't be any messier than it is now. It's a big project on my TO DO list to clean up. I'm also sorry I did the software update to IOS 8.0.2 - I need to go down back to 8.0 cuz not much is working on my iphone right now. Thanks for replying to me!

You may want to use the feedback form to send a feature request to Apple, to add the retouch brush and other missing iPhoto features to the new Photos.app:

I like how they get rid of things on a "whim" without a warning, when in the meantime thousands of people bought the app and wasted their money...amazes me they get away with it.
