iTunesYou need to use your password and trusted device - from Frequently asked questions about two-step verification for Apple ID :
If you lose your Recovery Key, you can replace it any time:
- Go to My Apple ID.
- Select Manage your Apple ID and sign in with your password and trusted device.
- Select Password and Security.
- Under Recovery Key, select Replace Lost Key.
When you create a new key, your old Recovery Key is no longer usable.
If you no longer have your trusted device i.e. you've lost two of your 3 items then Apple ID: Can't sign in with two-step verification :
If you have permanently lost any two of these items, you will not be able to sign in or regain access to your account. You will need to create a new Apple ID.
