Welcome to the Apple Support Community!
When making purchases using Family Sharing, the family organizer’s form of payment is charged when any other family members make a purchase. You can however add an iTunes gift card to your personal Apple ID and the credit for that gift card will be used for your personal purchases before defaulting to family organizer’s credit card.
Please read over the following article for more information.
Cheers,
Joe

Apr 19, 2015 2:15 PM in response to joe_7399by Jikamin,Are there no plans to change this? It's pretty stupid to be charged for another grown-up's purchase just because you want to share what you have. Why can't their card be the default payment for an app and the organizer's be a secondary option?
