Jul 16, 2015 9:38 AM in response to paul976by alex.nevco,I noticed the same thing while setting up my iPad with OneNote and iCloud Drive.
I found out that OneNote on iPad only accesses iCloud Drive so that you can insert PDF documents from iCloud Drive into OneNote. Unfortunately, from what I can see, there is no way to actually store OneNote Notebooks in iCloud Drive (which was what I was hoping for).

No, it's an access issue. MS do not support writing to the iCloud Drive in OneNote although they do in other Office programs (Excel etc). I do not know why. However OneDrive is excellent and in conjunction with Office for IOS is a formidable (albeit non Apple) system.
