Try rebooting your phone and see if the option is available after your phone comes back up. Usually anything cellular related requires a reboot.
Press and hold BOTH the power and home buttons at the SAME time. Keep holding until you see the Apple Logo, then let go of both buttons and your phone will restart. You won't lose any data or settings.
Changes are the toggle will appear when your phone backs up.

"New option allows you to select between 2G, 3G or LTE networks for cellular data"
Maybe this option not appear if you update via OTA ?

Oct 20, 2014 5:03 PM in response to NickMac7by KiltedTim,Not all carriers may allow the 2g/3g option. For Example, AT&T is completely shutting down their 2G network, switching off both LTE and 3G would result in no phone service at all (2G/3G does NOT only affect data).
