It sounds like you are using an external monitor and have a full screen app going, and cannot see the Dock. You should be able to show it by brigning your mouse down to where it is hidden:
OS X: Using multiple displays in Mavericks
Tip: If you don't see your dock because it's set to hidden or there's a full screen app on the display, move your pointer to the location of the Dock. If the Dock still doesn't appear, swipe your pointer towards the Dock again to unhide it.
The article mentions Mavericks, but it is the same for Yosemite.

Apr 5, 2015 10:22 AM in response to hiddenhypeby Joborr,I think I experienced, what you are talking about, and I found a fix for it This is also for anyone else who finds this thread.
My experience:
Having 2 Safari windows open, 1 on external monitor and 1 on laptop; if you watch a video in full screen on external monitor, the dock and the menubar disappears on the laptop, when safari is in focus.
To fix it:
Go to 'Mission Control' in 'System Preferences' --> turn of 'Displays have separate Spaces' --> log out and log back in to apply the change.
Now the dock and menubar will always only display on the main monitor, and they will not disappear as described above
BTW I'm on OS X Mavericks 10.9.5 - I just saw this was posted under "Yosemite" - just so you know.
