Q: How to change the payment country ?

Hi all, I have bought my MacPro in the USA, and now I am in EU, and my american card is no more active => I can't purchase any apps and store does not even let me install the free ones. So how can I change my country and put in a new, european debit card ? Thx in advance.

MacBook Pro (Retina, 13-inch, Mid 2014), OS X Mavericks (10.9.4)
