Thanks for the question. If I understand correctly, a book is not downloading but says that it is. I would recommend that you read these articles, they may be helpful in troubleshooting your issue.
If you’re having trouble downloading an item, make sure you can download the item again from iTunes in the Cloud. You might want to sync the content to another device instead.
