Do you have a computer? If you do the install via iTunes it uses space on your computer to expand so you don't need the free space on your iPad.

When you just erase the contents and settings, you actually leave the operating system in place, and if there are garbage files and corrupt files there in the system, they are still there afterwards. You'll want to set your iPad up as it was when it came 'fresh off the factory floor"! That's why you reset your iPad to factory default state. And be sure to do your backups, too!

You will be totally wiping the device of everything that was on it. ...Erase all content and settings....its really pretty clear what it does. If you activate as a new device there will not be any apps on it except the preinstalled apps.
I Think what skydiver119 means is that you will be able to sync or download your apps again after you activate the iPad, but if you erase all content and settings ....well I don't think that I need to say it again.
Anyway, I think that you might have an issue with a corrupt download of the iOS and erasing all content and settings might not fix it anyway. If it is an issue with bloated "other" data on your iPad, sometimes the only way to fix that is by restoring with iTunes. And in fact, the only way to see if that is the problem is by connecting to iTunes.
