if anyone reading this didn't upgrade to ios8(even8.1) don't do that.
will apple fix the prob?

AND ... since users here don't know everything ... that's why Apple has set up the Official Apple Support channels ... which does not require coming here on this forum in the first place. A person can use the "first point for stopping" at Apple Support.
SO ... when other users don't have a solution for you ... that's NOT your cue to start a "gripe-fest" ... but it's your cue to "go to Apple Support" ... :-) ...

First you should use your iTunes program to do your backups. Be sure to know how the backups work and what is included and what is not. This is a key point for having a successful outcome. Then, when you run the iTunes program on your computer to set up the factory default condition on your iPad, make sure your computer anti-virus programs are turned off, for the time being.
Then at this particular time do not restore your backup, so you can test out your iPad in its factory restored and pristine condition, and note if any problems remain. If any do, then "these" are the ones to take to Apple Support, if for no other reason than for the software engineers to analyze and figure out what is going on. The fact that you present these engineers with a "factory default iPad" then takes away any possible connection to your apps or your data - which has caused some problems with other users on this forum. You need to remove all possible connections with your own personal usage, in giving the Apple software engineers some clean data to work with.
After all that, then you can restore your backup, and go from there forward with either your Apple Support ticket -or- you may find out that things are working normally again. I've already lost count of HOW MANY USERS here on this forum have come back to me and told me that this solution has solved their problems. And, as it is with "solutions" there is not a "one solution fixes all" situation here. I'm just relaying to you one solution that has had a whole lot of success here.
The first few links below are about your backups ... and so make sure you understand them sufficiently. And then the last link is for using your iTunes program to reset your iPad to its factory default condition ...

Nov 4, 2014 8:12 AM in response to Star Travelerby Nuf@n,I actually tried everything, restored 8.1 from PC, restored 8.1 from MacBook and still have issues. Although it helped a bit, my iPad 3 is still experiencing general slowness and Safari is the worst. Wish I could have gone back to iOS 7 until apple fixes the remaining issues.
I finally decided to sell my iPad 3 and bought a Nexus 9 as either apple isn't acknowledging the problem or the iPad 3 has a hard time with the new update.
I just wish apple would have let me downgrade.

That's why we've had 8.0.2 from iOS 8.0 ... and why we've had 8.1 from iOS 8.0.2 ... and why we'll also have iOS 8.1.1 (or whatever they're going to name it ...). You can be ASSURED Apple is certainly addressing the problem and doing so in the MOST EFFECTIVE WAY.

I understand that they have to realease software on schedual but it should be fully tested first. I don't want to start a war but it's funny how you don't mention 8.0.1 which killed cell service and touch id and was pulled after about an hour. How can something like this happen. I assume they would test on all devices before releasing an update. This is what happens when you rush things and try to get your updates out before your competitors.
I've never seen an iOS update with so many problems. Quality assurance in my opinion really was lacking for this release.

That wasn't relevant in my mind, precisely because it lasted only an hour or two. You only get the "early adopters" that do that kind of stuff (get something in the first hour) and they know very well how to deal with issues, or else they wouldn't be early adopters.
