Q: Losing battery power.

After the latest update, my phone is losing battery power very quickly.  I was told that this is because of programs operating in the background.  How do I determine what these new items are and how do I turn them off?

iPhone 4S, iOS 8.0.2

Unless something has gone rogue, that's not the case. That's not how multitasking on the iPhone works. More likely is that some corruption occurred during the update.

    Standard troubleshooting steps are:

    Reboot.

Restore iOS, then restore your backup.

Restore iOS and set the phone up as a new device.

If none of those fix the problem, then make an appointment at the genius bar. It may simply be coincidental timing and the battery may need to be replaced. (About $70 if memory serves)
