    Depends on how long ago you  backed it up to iCloud. The only way to restore it would be to restore the entire backup from that time back to your device. That means that however your device looked at the time you did the backup, is how it would look after you did the restore. However, if it was something you backed up awhile ago, it is likely that later backups have overwritten the one you are seeking.

     

    Are you not importing your photos to your computer, or to a cloud service like Dropbox? If not, you should be. For now, that is the only place to safely keep your photos indefinitely:

    P.S. I noticed that you are coming from the iCloud Drive FAQs link. Although it is intended in the future for you to be able to store and completely access your photos with a new Photo App from Apple on iCloud Drive, that feature is not currently available. Still have to store and save photos the "old fashioned way" as described above.
