I Have 172GB available of 200GB but can't download ios8 on my ipad nor Iphone5s why?

    Welcome to the Apple Support Communities!

     

    It sounds like you are looking to use your iCloud storage to upgrade your operating system. To upgrade you actually need the storage on your iPhone to have that free space. You can check available space on your iPhone under Settings > General > About, then you will see the available space next to Available.
