You don't pay for pre-orders at the time of pre-ordering, you are only charged when they become available for download. If you don't/didn't have enough credit on your account, and don't have a credit card on it, then you won't have paid for it yet.
If you have paid for it (and you've received the email saying that it's available for download) then try the Store > Check For Available Downloads menu option on your computer's iTunes. And/or see if it shows in the Purchased link under Quick Links on the right-hand side of the iTunes store homepage for downloading.
