What have you done to try to fix it? Anything at all? Rebooted meaning powered off and on again? Or did you reset the iPad using the home button and the sleep button?
Try closing the Music app and reset the iPad. Then see if you can create a playlist.
In order to close apps, you have to drag the app up from the multitasking display. Double tap the home button and you will see apps lined up going left to right across the screen. Swipe to get to the app that you want to close and then swipe "up" on the app preview thumbnail to close it.
Next, reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.

Nov 17, 2014 3:50 PM in response to Demoby BJBrender,I Found that I had to touch & pull down on the play list screen for it to show the create new play list controls. I wonder some times just what programmers are thinking when they create stuff. I have always like Apple for the user friendly operation. But some times they miss it.
I did all the other procedur you mentioned except the hard reboot I call it by pushing the home button at same time as off button.

To me that means that it was there and you were able to see it, but you were not able to get it to work. Now you are saying that you couldn't find it. Two totally different things......

1. Open Music.
2. Hit "Playlists" at the bottom of the screen.
3. Put your finger on the "white" part of the screen (where the play lists are listed) and "pull" down.
- "New Playlist..." will appear above the first playlists at the top (above that will be "Genius Playlist").
J4. Hit the "+" directly across from "New Playlist..." (right-hand side of the screen).
5. Name your playlist in the box that appears and hit "Save".
6. Hit the red ">" directly across from the name of your new playlist (right-hand side of the screen).
7. Hit "Songs" at the bottom of the new screen that appears (the name of your new playlist will be at the top-center of the screen).
8. Hit the red "+" to the next to (right-hand side) of any song you want added to your playlis.
9. Hit "Done" at the top,right-hand side of the list of songs when you're done adding songs.
