Yeah right. As if I'll remember the password I used to activate the iDevice years ago AND especially YOU don't allow me to use a same password each time.

I'm not sure if anybody can help me, this is my last effort. I have looked through every thread and found no answers as yet.
My problem is that a few months ago my phone/laptop/icloud/appleID were hacked.
I reset my passwords/made new accounts.
I have recently moved to Dubai (no apple store here) and on purchasing a new sim card and attempting to activate it, i get the message 'Incorrect apple ID, cannot be used to unlock this phone' The problem with this is that i am using my original apple ID (i am the only owner of this phone) and the one it states above to use.
When logging into icloud.com it states that it must first be set up on my phone to be able to log in.
I obvioulsy cannot do this and therefore delete the 'find my iphone' application.
I know this is very very complicated and if you have read this far, i really appreciate it. I have no idea what to do.
I have tried to use the live chat function but cannot open my sim tray to give the information they ask to start a conversation.
Can anybody please help me?

i have also worked through that link previously, is doesn't change that i have a fully working apple ID yet when i try to reactivate my phone, it says that my original apple ID cannot be used.

If you can provide enough evidence to satisfy them you are genuinely the original owner ,they can assist

In 2013 I stopped using it and bought another iphone 5c with no contract. I never changed my phone number and just activated a new sim card for iphone 5c and left the old sim card in iphone 4s.
Recently I have put a request to unlock my iphone 4s in at&t website because it's already past two years which is the contract length. After being approved I followed instructions from at&t to restore it through itunes in my macbook.
Restoration was finished and the phone restarted itself. Step by step I came to a page asking me to input my apple ID and password. I input the correct ones but it says "incorrect apple id cannot be used to unlock this iphone". Thank you for reading my words till here. Now I'd like to list three key points:
1. I used to come accross icould problems in this iphone 4s. iCould logs out itself and regards my password incorrect when I trie to log in again. I lost all my contacts and photos. Luckily I have a backup in my computer.
2. Before I restored the phone I deleted "Find my iphone" app and turned it off in icloud. And of course at first icould regards my password "incorret". Then I remember I used the same apple id and password in my iphone 5c and I tried turning off it in 5c icloud first and came back to this 4s. This time icloud agrees my password is correct and "Find my iphone" was successfully turned off.
3. This iphone 4s has always been mine and never used by others. I am pretty sure I only have this one email address for my icloud account.
Now can any real genius help me? Or this iphone 4s is just a garbage thanks to stupid icloud.

Oct 1, 2015 5:11 AM in response to Barzi1by KiltedTim,That means the phone is activation locked to an ID other than the one you are attempting to use. It's called "Activation Lock".

I erased my iphone, but when i wanted to turn it on i had already changed the appleid password so I also in trap.
appleid + old password = wrong password
appleid + new password = cannot be used to unlock the iphone
