You must be resident in the country where the app store you wish to buy from is located. You must have a verifiable billing and shipping address and a credit card supported by a bank in that same country.
The actual credit cards that you may use if you satisfy these conditions become apparent in the purchasing process.

And after placing the order just inform your credit card issuing bank that you order in apple online store USA and the amount. or you can talk with the bank before placing the order. Contacting with the bank is necessary cause it's an overseas transaction and some times the bank block's these type of transection.then apple refuses to place the order. So it's really necessary to inform your bank first. I bought 2 iphone from us online store with my German credit card. Everything was fine. No problem at all.

The OP did not mention anything about a US billing address.
He wrote he has an international credit card, whatever that is.
