Q: does not make call and network towers is just one

i have iphone 5 has network problem it identify the sim card (the sim card is appear) but it is not make call and the towers of network is just one .I tried to make restart , factory reset ,and restore this problem happened after updating to 8.1

Check for a carrier-settings update: Connect to a Wi-Fi network, tap Settings > General > About, and install any available carrier-settings updates. If you can't connect to Wi-Fi, connect your device to a computer that has iTunes.

Has the phone been officially unlocked for the use with a different SIM card?
