    When I received my new iPhone 4, the same thing happened...  When I opened the camera app, the graphic of the shutter would not open the shutter, resulting in the phone restarting.  AppleCare sent a new phone to the door.  I opened the package, swapped out phones, taped up the package, pulled off the upper label and signed for it.  The new phone worked well and I never had another issue with it.  You will probably have to replace the phone if you've already tried the soft reset and then hard reset if that doesn't work.  I believe the hard reset is holding the home button and power button down simultaneously for 10 seconds.  Google it though or call Apple support...
