iPhoto iOS is no longer supported on iOS 8. Any iPhoto project (book, slideshow, journal) you did not save before upgrading your device to iOS 8 is lost forever, since there is no save way to downgrade your device to iOS7 and get iPhoto iOS to run again.

Your photos can be migrated to the Photos app, as described in the link Migrating from iPhoto for iOS to Photos on iOS 8 and you can access them from Photos (Get help finding your Photos in iOS 8), but all work you invested in setting up the iPhoto Library on your device is gone. You can search for the tags, however the tagged albums will no longer work.

You may send feedback to Apple, that you would have appreciated a warning that the upgrade to iOS8 will make iPhoto iOS incompatible, without any option to migrate or export the projects. And include feature requests for the missing features in Photos.  You can use this link:  Apple - iPhoto - Feedback
