I was having the same problem, and I couldn't use iTunes to circumvent the problem, because I've never backed up my phone to iTunes. Also, I had already reset and sold the old phone.
This morning I opened the Pages, Numbers, and Keynote apps, and none of them had downloaded files. Even if you've never used those apps, they have recently been added to the iCloud in beta. There will be at least one sample document, spreadsheet, or presentation in there. Once I opened the apps, my phone downloaded those samples, and shortly after that, the iCloud restore finished and I was able to install the iOS update.
I was on wifi when I did that, but I'm not sure whether that's important.
I hope this helps someone else!
I got a very useful tutorial to solve this kind of problem, you can recover iPhone from iCloud easily and find back all the data of your iPhone, including photos, messages, contacts, videos, etc. you can have a try!

Nov 14, 2014 12:11 AM in response to Yefchakby IoWMac,Like many people here, I was waiting for a long time for the "restore in progress" to finish on my iPhone 6 plus 128GB. To solve this I pressed the sleep wake button and then quickly pressed the home button. An apple symbol will appear on the phone. Wait a moment. The phone will then ask if you want to restore or set up as a new phone. Press set up as a new phone and then go through the various steps of your apple id etc. This is very annoying but at least you stop the restore in progress! The only issue I am now having is the same I had before and thus had to restore: the iPhone will not sync when connected to iTunes.

Nov 19, 2014 8:55 AM in response to Yefchakby Billee11,I have this issue too, the "Restoring from iCould Backup" message has been on the homepage of my new iPhone 6 plus for 24 hours, but I am not able to back up to my macbook as it doesn't have the operating system which enables the itunes upgrade which iPhone 6 needs. Some of my photos are missing but apart from that the phone is working normally except that of course I can't back it up. Any ideas how to resolve this? Thanks.

Nov 20, 2014 5:03 AM in response to Yefchakby cuteporter,- Hi
- I had this same problem for two days although everything seemed to be in order from my backup.
- If you go to Settings>iCloud>Backup>stop restoring this iPhone, it will ask you if you're sure (as in some data might be missing). If you're happy that everything is in place, then stop restoring iPhone. This will then give you the option to 'back up now' which is how it will be from now on. Also the message on the homescreen stating that backup is in progress will disappear. You will also then be able to delete any devices that you no longer own. Hope this helps.

Nov 28, 2014 4:16 AM in response to Yefchakby Prash83,I had been "restoring from iCloud backup" for the last few days, and I used a combination of the solutions in this thread to solve the problem just now.
- Checked all my apps to see that none were "stuck". None were.
- Stopped Find my iPhone through Settings -> iCloud -> Find my iPhone. This didn't solve the problem.
- Powered the phone off normally, and restarted it. Problem solved!
- DON'T FORGET TO TURN Find My iPhone BACK ON!!!
If that didn't work, I was prepared to do a hard reset, and failing that, as many people have noted, I would have backed up to my computer and restored from that.
Thanks everyone for their help!

Nov 30, 2014 2:42 AM in response to Yefchakby Jenuinee,I had this same problem hours after knowing the restore was complete. Going into iCloud backup settings and stopping the restore fixed it for me

Dec 1, 2014 4:42 PM in response to Yefchakby sgeorge111,I had the same problem when I restored my Iphone 5S, what you have to do once the icloud is restored, even though it shows restore is not completed. Do a hard reset by pressing home button and power button. Once it is restarted,go to settings, icloud settings, stop the backup process. once the backup is stopped, you will be able to make a new backup and update the IOS software.

Dec 2, 2014 7:37 AM in response to Jenuineeby elizbw,Likewise, this worked for me--and everything seems to be in place. The problem for me was made worse by the fact that I was locked out of my own iTunes backup due to a BOGUS encryption password that I never set. To switch to a new iPhone and get it set up SHOULD NOT TAKE 2 DAYS and endless frustration. Thanks.

Dec 3, 2014 8:21 AM in response to Maureen415by Edgarin108,The problem with that solution is that not all original backup gets recovered. Some Apps do not have the original Data restored. Please fix the bugs Apple. Thank you.

Dec 5, 2014 4:58 PM in response to Yefchakby Kwissi,I Too had this problem (for 2 days).
the culprit for me was an old version of Pages (hidden in a folder) that hadn't fully downloaded.
I Deleted this old version and the error message went away
hope this helps someone out!

Dec 9, 2014 9:56 AM in response to Kwissiby disconnekt,Same problem here. It's been a week and still "restoring from backup." All of my apps, videos, and photos seem to be restored, but none of the videos from my old iPhone are visible to iMovie when I plug my phone into my iMac (though the videos I've made since getting my new iPhone *are* visible/downloadable). I'm afraid to stop the restore because I don't want to lose the videos/photos, and I don't want to restart the restore because I'll lose everything from the past week.
What to do?

Dec 11, 2014 2:05 PM in response to Yefchakby omedin,Watch out! You're likely to lose things if you follow some of the advice above.
My iPhone 6 has been stuck like this for about two weeks now, and it's even asked me a few time whether I wanted to abort. I've been reluctant to stop the restore, as I suspect I'd lose stuff, and the idea of backing up to iTunes (which I never do) and then immediately restoring would logically have the same effect, i.e. I'd create a new backup without the stuff that hasn't yet been restored and then lose it for ever.
I tried the rest of the tips here:
1. turn off Find my iPhone,2. delete the corresponding app,
3. open a template in each of Numbers, Pages and Keynote,
4. check that no apps are waiting to be downloaded,
5. check that all apps are up-to-date in the app store, and
6. restart the phone normally.
This didn't appear to solve the problem, but when I went back to look at my photos, I found that it now says "Downloading" again (I'm pretty sure it hasn't said this for several days) and the number of photos has started to go up, so if I had stopped the restore, they would have been gone.

Dec 11, 2014 2:27 PM in response to omedinby omedin,A few minutes later, my phone tells me that there's an iOS update (which I decline), and now the restore has finished! I go in and look at my iCloud backup, and it says that the latest backup was "never", so right now I'm running a backup, ahead of updating iOS...
Fun, fun...
