When you import your photos from the iPad to iPhoto on your Mac, only the photos will be imported, but not the library items. The import using USB is treating the iPad like a firmly in a camera, and not like a photo library. Only photos saved to the Camera roll will be transferred.

How do you create the albums on your iPad? With iPhoto iOS on iOS 7 or in the Photos.app on iOS 8?

Any edits, that have not been saved as new photos to the camera roll will also not be transferred, only the original photos.

See: iPhoto and Aperture don't have edits to photos you import from iOS 8 devices

Next year you will be able to sync your iPad photo library to the new Photos.app on the Mac. Right now, this is only available for iOS 8 devices and not yet for the Mac. See this link:  iCloud Photo Library beta FAQ
