If a someone in your Family Sharing group would like to add an iTunes Store gift card to their account, that gift card will be charged first before defaulting to the family organizer’s billing method.

Making purchases
After you set up your family, any time a family member initiates a new purchase it will be billed directly to your account unless that family member has gift or store credit. First, their store credit will be used to pay the partial or total bill. The remainder will bill to the family organizer's card. As the family organizer, any receipts generated by the transaction will be sent to you. Learn more about how iTunes Store purchases are billed.

Was trying to set up the ability to allow a family member charge their own account when they want to buy a video or music of their liking as opposed to the whole family. From your response, seems you need to have an iTunes card on file
