My friend and I have apple devices (he has an iPhone, me an iPod and a Mac, I mainly use the Mac) but both devices tell me he isn't registered with iMessage, and his does the same. I have tried resetting my network settings, as has he, neither of us have the other blocked, and we have the right number/email. Any suggestions?

Check the Contacts app has the Contacted iPhone Numbers listed with the Country Code.
In Messages go to Preferences > Accounts > iMessages and then the Details Button
After signing in here (again as it were) check the Country or region set here.

The Question title is about what the apparent "status" is of Contacts whilst using the iMessages side of the App on the Mac.
They have not even got to Text Forwarding with the iPhone yet.
The most common reason for the Contacts to Show as "Not Registered with iMessages" is that fact the Contacts app was syncing at one point and has no "local" (on computer) info and needs to sync with other devices to fill in the blanks so to speak.
The next is the Country code in the app (Preferences> iMessages account > Details Button).
The fact that some contacts will be on non iPhones and need SMS form the iPhone or the Text Forwarding set up so you can SMS from the Mac is well down the list of things to look at.

I was having this issue on my iPad (3rd generation with LTE) on 8.0.1 and my 2010 MacBook Pro with Yosemite : I couldn't send or receive messages to/from anybody that I know had iPhones and were using iMessage (wife, family, friends, etc.). But, I could ALWAYS send and receive messages to/from them using my iPhone without issue (across all versions of iOS 7 and 8).
My set up is that I have my phone number as the ID from which to start conversations and in addition I have my same Apple ID linked to all three devices. I've tried all the suggestions of logging out of iCloud, logging back in, etc. (with FaceTime, iMessage, etc) but nothing has seemed to help. This has been the case across multiple updates as well.
But now, all of a sudden, it seems my situation has improved slightly as I seem to now have contact specific issues on the iPad or Mac. For example on my iPad, I can send/receive messages to/from my wife but when I try to send a message to other friends, they're still showing as red when trying to start a new conversation, a "Not Sent" or whatever error when I try sending a message as part of an existing conversation or it tries to send as a text message (green "SEND" text). The other weird thing is, for these contacts the conversation gets updated with (blue iMessage) messages that are sent/received from the iPhone (and it's not continuity as I've isolated the devices on separate networks or they're on cellular with bluetooth off). As if the record of the conversation on the iCloud can be seen by these devices and updated but the ability to send is blocked. This is frustrating. But at least I can process messages from the person I exchange them with the most so that's a small relief.

We do know from trial and error and comparing the issue with other Login issues that there are situations where for some reason the Apple ID when used on the Mac does not login or not login properly.
It starts as it were with this Error message.
People will report this as only effecting the Mac and that the Apple ID "works everywhere else".
It can only be solved by Contacting Support as it says.
When people do this - sometimes bumping it up to a level 2 person - that the Apple tech says they made changes to the Apple ID to get the iMessages server to respond to it.
It then seems there is one where the app (on the Mac) looks like it has logged in but all the Contacts get the "Not Registered with iMessages" Alerts.
It seems this is close the the above issue and requires an Apple tech to intervene.
I have seen this one where iMessages get the red " Not registered" alert but SMS text can still be sent (which Uses the iPhone's Carrier) which puts it back on the state of the Apple ID login.
Of course there are option with "Start Conversations From" but I have not been able to tie down if this makes a difference to how the Mac responds or it's ability to send iMessages.
I expect that it will come down to the Apple ID login rather than being able to use the Start From options to get around it.
The Text Forwarding is similar to Paring in Blue Tooth but does not make use of Blue Tooth at all.
It requires both the Mac and iPhone are on the same network (it says WiFi in the blurb but the Mac can be Ethernet) and that the iPhone has Carrier service.
I would suggest contacting Apple Support.
You may find you have to go to Level 2 as Level 1 people are somewhat Script led and expecting Software and Hardware issues (fixing Account/Apple ID issues are free).

On my iPhone I went to settings/Messages/Text Message Forwarding. I turned off the slider for my MacBook & then turned it back on. A code showed up on my MacBook, which I then entered on my iPhone. All is working fine now.

I hadn't made any changes but suddenly Messages on my Mac stopped working, while complaining that all of my contacts are not registered with iMessage. By a stroke of luck, I was able to solve the problem for myself. I needed to access iMessage and the only other Apple device I had kicking around was a company iPad (on which I had never previously signed in). I signed into iMessage on that device and Messages on my mac started working immediately. Maybe if anyone is still having trouble, try signing in your iMessage account on a friend's device?

I tried all the trick described in this (and other) treats, including VRAM reset, removing com.* files, etc etc.
Eventually I thought it was related to the public beta which pushed 10.10.2 beta.
I erased my hard disk and reinstalled 10.10.1 clean.
Still the same effect, still not working,... and no useful help from Apple Support either :-(

This 8 page Thread has wondered all over the place starting with the Original Issue of having red names and the "Not registered" messages in the To spot to issues with the SMS linking.
What did you ask Apple Support to do and what did they say ?
If the level one person can't or seems unable to sort an Account issue out then ask to speak to a Level 2 person.
The issue is likely to be only with the Apple ID and it's use with this Mac and the iMessages sever.
Despite this sounding like a Software or even a Hardware issue it has been known to be an Account/Apple ID issue (someone just needs to check the iMessages server for you).
Sorting Apple IDs out is a free service. (Does not need Apple Care or for you to Pay)
