Most liklely explanation is the iPhone was originally locked to the Carrier who sold iPhone new .It was jailbroken to remove that carrier lock ,however when the iPhone is updated with a new iOS level it will automatically return the iPhone to a carrier locked status

You will have to determine who that carrier is and only they can release it

    Dear Peter,

Thank you for your quick response. Do you have any advice on how to find out the carrier?

Call AppleCare and give them the serial number of the phone. They should be able to tell you.

Be warned that a phone that was hacked to unlock it may become unable to process a legitimate unlock or be activated even on the carrier it's locked to.

Call Apple, give them the IMEI/Serial Number, and ask them to tell you who it is locked to in the activation profile.
