If you are not seeing any changes being made over to your iPhone and vice versa to your computer, take a look a the article below. It will walk you through resetting the SyncServices Folder as well the Sync history. It may also be an issue with any plug ins that Outlook may have installed that may be preventing the sync.

If the troubleshooting did not help, then the next step would be to contact Apple for additional support. There could be more to your issue than a simple troubleshooting article can take care of. Take a look at the link below to set that up.
