Q: previously purchased content free to family members?

Can this service only be used between Apple devices? Can you share photos and calendars thru cloud on non Apple devices?

ALso, when someone downloads content from your device to theirs and it was something that you had to pay for are you charged again when they download it or is the previously  purchased content free to the other members of your family sharing free for them to download?

I set up family sharing up with my wife. We both have iOS 8 iPads but the app that I purchased and paid for add on items isn't showing as paid for on her device.

For example when she opens the paid for app it still shows adverts and requests payment for other items that I have already made payment for.

I thought the idea of family sharing was that the fully paid app could be shared by all authorised users?

On my wifes iPad she looked withing Purchased Items and selected the app under my name and downloaded this.

Is this the correct procedure to follow?
