If you don't speak the language of the person posting, don't ask them to post in another language. This is an international forum.

If someone is more comfortable posting in their own language, let them. Nothing in the Terms of Use requires someone to post in a specific language.

No, actually he didn't. It was Ferd who translated your post.
You can't activate the phone without a SIM. If the phone is locked to a carrier, you will need a SIM from that carrier, though it doesn't need to be an active SIM.
