Are yo using the same ID used for initial setup?

To qualify for these free apps, you need a device that was activated or purchased on or after September 1, 2013.

"Do you have them on your iPod?" is the first order of business. Do you have the current versions when you look at what’s on your toy?
My apps are updating to the latest revisions fine - had purchased them previously for the desktop before they went free & they’re still getting current updates, both there & on a recently new iPod gen 5.
(btw, thanks, Illaas. I didn’t know why either, but it wasn’t terribly important to me on a iPod. Not likely I’ll be using them often in that form factor).

- iPod was purchased 2/2013 - which would explain app costs but doesn't explain why purchases/device activations on or after 9/1/2013 have been deemed beneficial in obtaining the Apps without cost to some patrons, as those patrons making device purchases, particularly those made just prior to 9/1/2013, weren't informed of pending FREE app offer at time of purchase which would have afforded them the option to delay device purchase pending applicable free app offer date.
Are such ploys common with Apple, particularly to those which have been patrons since the release of the Apple 2GS computer?
