Jan 15, 2015 10:33 AM in response to Shannon Nardiby TJBUSMC1973,If they were in the device's Camera Roll, then they are backed up to iCloud or iTunes. Restoring that backup will restore the Camera Roll photos.
If they were only in Photostream on your device, then they may not all come over. Your device will display up to the most recent 1000 photos that were added to Photostream. The iCloud Photostream only retains the past 30 days of photos added to Photostream from that or other devices (maximum 25,000 or 100GB). If the photo is older than 30 days, it will likely not be in iCloud Photostream.

We shall see. but I tell ya I will be getting rid of the cloud, that I PAY FOR, if in fact the photos I thought were saved there are not really there. They is really misleading, will know here soon....

It's not misleading at all. The documentation about how iCloud works is listed in the related parts of this website. What were you told about iCloud and how it works, and what is different from your experience? Where did you get the information upon which you are basing your assumptions?
iCloud Photostream storage is free. You are given 100GB of storage, and it is made clear in the documentation that iCloud Photostream is for temporary storage of your photos, not permanent storage. You're also given 5Gb of iCloud for free, to backup your devices relevant user-data. And you also have free access to iTunes from Apple, which allows you to make backups of your iPhone to your computer, where the storage limit is based upon your computer, and not set by Apple.

I can tell I am getting old. and I actually DO pay for iCloud for MORE storage and charged ...not very much, but charged monthly for extra storage. So I would like that all my files would live there. BUT this has opened my eyes and I am planning on getting an APPLE guru over to explain everything and to help me minimize all the portals I have in place at the moment.
I did do a restore again ad have gotten all my or most of my photos back. I will try to figure out HOW to get them off the cloud and on to my photo drive. Thank you and all of you for your help.
