Q: NO USSD AND SIM APPLICATIONS ON UNLOCKED IPHONE 4S

I have an iphone 4s that is using IOS 8.1.2 and was factory unlocked recently and i connected to i tunes and got the message that my iphone is unlocked....it pickls my local simcard SAFARICOM but it still has a number of issues that makes me think maybe it wasnt unlocked completely by the original carrier it was locked to, whi is vodafone spain....

1. Mobile network works only when roaming is checked on settings

2. Sim Apllications services doesnt show my carrier services instead shows ios6,ios5 and GPP 3to2 which i dont understand the meaning.

3. No ussd codes and thus i cant top up directly via *144# or any other ussd codes

4. Doesnt accept a sim card thats secured with a pin and i have to remove pin from my simcard for it to pick it...

 

I have tried to restore the system to factory settings using diffrent simcards from diffrent local carriers but its not working....Its still showing in some settings the vodafone spain settings..I have tried talking to vodafone spain but i couldnt coz there website is in spanish and i only understand ENGLISH....

 

I suspect that VODAFONE SPAIN did not remove it from there locked data base and thats why its doing so but i cant get to them coz i cant speak spanish

    If you attempt to restore the phone and activate it with the Safaricom SIM in it, does it complete the activation? If so, the device is unlocked. What you are describing sounds like a carrier file issue, the phone does not have the Safaricom settings and so it is defaulting to the current carrier file, which is the Vodafone. Is Safaricom an Apple supported iPhone carrier? If so, you should be able to update the carrier settings. See this support document. iOS: Updating your carrier settings - Apple Support

    Thanks Chris you seem to have known the problem but there i no way to change thoe settings coz they are not highlighted for change and the sim card cant update it....when i go to ettings then about then carrier its still reads vodafone despite me using Safaricom simcard....am at a loss on what to do....

    If you went into Settings>General>About, and did not get a prompt to update it, then you need to check with the carrier to see how to update. The fact that it is reading Vodafone, means that it is not updating the change to the carrier. Again, if they are not a supported carrier, this could be why you could have some issues. The carrier should know if they support the iPhone, and if they do, they should know how to make their settings changes.
