Jan 21, 2015 11:32 AM in response to léonieby Brendan Jones,Thanks for the tip - I tried that (we satisfy all of the conditions for free apps that Apple states on the page you reference) and the App Store lists all the Apple Apps - but GarageBand still shows up as costing $6.49. All the others (Pages, iMovie, Numbers, Keynote, etc) show as "open" or "update", i.e. are installed/free/can be updated.
I checked, my daughter is correctly logged into her iTunes/iCloud account (which is part of Family Sharing account).
Escalate to Apple?

The problem is, that the price for GarageBand changed after the GarageBand 2.0 upgrade from free to 5$. Previously the app was free, but the additional sounds needed to be purchased, and now the app is no longer free, but the additional sounds are. If you did not previously buy the additional sounds, you may not be listed as having purchased the app.
