There are lots of messing options in addition to SMS, including Google Hangouts, Facebook Messenger. If they have a cell phone, text message them. Yes, many of the Deaf have cell phones and use them for texting. Smart phones with video chat are also very popular among people who sign.
If they do not have an internet connection, I think what you want may be IP Relay Service:

There also may be third party services that will help you do what you want. Here is an example I found by doing a Google search for "TTY over the internet":

Because some companies don't do online Internet support, but do have voice service.

Hmm, so this requires another human between me and the number? I thought I can do it directly like those another person who uses TDD and TTY in the company? Some of my calls would be confidential/sensitive. :/
Also from the manuals, it seems like I need a TTY device? I thought iPhones can act as one/1?
