If you aren't receiving the reset email and you've checked the spam folder as well as the inbox on the account and tried clicking the reset link again, then contact Support in your country, they should be able to reset them for you
If you mean that you aren't getting the reset link on your account then that means that you don't have a rescue email address on your account (an alternate email address is different) - you will have to contact Support in your country to get the questions reset.

When they've been reset you can check that your rescue email address is spelt correctly, and change it if it's not or add one if you don't have one, for potential future use : Manage your Apple ID primary, rescue, alternate, and notification email addresses
