Before you buy it, check on two things:
1. Find out what carrier it is locked to. Some carriers will not unlock it for use on another network, so make sure whatever carrier it is locked to is the carrier you want to use. Also make sure to check that it is not listed with the carrier as 'blacklisted'.
2. Get the serial number and go here: https://selfsolve.apple.com/agreementWarrantyDynamic.do to verify it is a legitimate serial number, and also here: https://www.icloud.com/activationlock/ to make sure that the device does not have Activation Lock enabled.
