iTunesNot sure what you mean by 'upset isn't showing up on my phone' .
They were bought from the Tones section of the store on that phone, and what iOS version is your phone on (Settings > General > About > Version) ? If iOS 8.1.1 : Restore missing tones on your iPhone, iPad, or iPod touch running iOS 8.1.1 - Apple Support
If it's not iOS 8.1.1 then they should be on the phone (you haven't synced the phone to your computer's iTunes and deleted them ?) and they should show in Settings > Sounds as well as in the Contacts app for setting for individual contacts - they don't show in either place ? If they aren't on your phone then try the 'report a problem' page to contact iTunes Support : http://reportaproblem.apple.com
