Yes you can still use family sharing without having to use "Ask To Buy" just turn it off, either at setup or, in the settings app (on your mom's iOS/Mac device) then iCloud then Family Sharing and choose your name and flick Ask to buy off

What I meant was can I buy songs with MY money. NOT using her credit card.
I understand Family Sharing says you have to use the main account's credit card (So my mom's credit card)
I want to know if I will still be able to buy songs with MY account and MY money (so NOT her credit card at all) and it will only be on my account.
In other words if I buy a song on my itunes account (And we have family sharing hooked up) I don't want it to charge her, I want it to charge me and only me and only be on my account, not for the entire family to be able to have on their devices.

That is two different questions.
1. If you are a member of a family sharing group, and you want to pay for your own purchases, you need to keep a store credit balance on your account by redeeming gift cards:
2. If you want to buy a song and not share it, buy it from a non-iTunes source such as Amazon Digital Music that is not in the scope of iTunes family sharing. Just add it to your own iTunes library.
