The MBA was new so i called apple for support.
My Wifi/router is fine - several other macs & phones were getting internet service without issue & google chrome could get internet on the MBA.
Airport utility on the MBA could not find my Airport Extreme base (but chrome could get out the door).
However, Airport utility on a MBP connected to the same AE base, showed the MBA as a client. (?!)
(even Apple support was head scratching )
Eventually it was clear that Network settings were fine also
Apple had me try lots of things - nothing worked - EXCEPT: coming up in Recovery mode; then i could access the internet thru Safari; indicating that the issue definitely was not with the wifi or MBA hardware.
[ Linc Davis posted some steps for diagnosing wifi probs; it's quite useful - i had it handy when speaking to Apple. It included much of what Apple had me do. ]
Apple had me reinstall the OS; but this was not enough; the problems persisted.
So I erased the hard drive, and again reinstalled OS X.
[ i had originally used SA/MA to copy over applications & user settings ]
After starting over with a fresh drive everything worked as designed - nothing has any internet/wifi access issues.
All network settings look as expected (same as on my MBPs)
The remaining question is what caused the issue - some app that was copied over or the SA/MA process itself.
I'll know more when i slowly start migrating apps onto the MBA.

admittedly the reset was the trick but still ...
