However, if the iPad doesn't show up in iTunes, the iPad lightning Port does not work, and it is not "like new".

Feb 10, 2015 12:02 PM in response to Japibby Mike Svelnis,On second thought, I understand why the AC connector wouldn't work because of the amp rating but the cable itself isn't amp rated and should work when connected to the mac (it's a late-2009 mac mini so I assume has USB 2.0 ports). Is that correct? I was going to run out and buy the correct charger just to make sure but maybe that's a waste of time...

If your Mac has (at least) one 1.1A USB port , it should charge; however, even if it does not charge, it should show up on the Mac, and since it does not connect to iTunes, it means either the cable or the iPad doesn't work. I understand the cable works since you use it with you iPod.
We can therefore conclude that the iPad has a problem, likely hardware. I suggest you restore the iPad to make sure it is not a software issue, before doing the following.
You can either contact Apple support here, to plan on you sending the iPad to repair, or bring it in an Apple Store if you have one nearby.

Or you could go back at the person who sold you the iPad, but I don't know how it works with eBay...
