Q: We should be able to have iCloud photo library on and still use the Camera Roll, so that not everything is automatically uploaded, or am I missing it?

I think that when you turn iCloud photo library on, on an iDevice, that one of the options should be to keep the camera roll - this will keep the photos from automatically uploading so that you can import them via Photos/Image Capture, weed out photos you don't want in the cloud, then upload. Call it Manual iCloud photo library mode. I know their documentation says that iCloud Photos are encrypted, but since we can't set the keys, I would prefer them giving us more control (and still be able to use the service).

    Ok... so after testing a little, it appears that photos you take will stay on the phone until you run out of space, even if it's uploaded to the cloud. I can plug my 6+ in and iPhoto/Photos will see the pictures as not imported. iPhoto is telling the truth, Photos doesn't account for duplicates, apparently. I found that any picture of your library that you look at that IS NOT resident on your device (gets pulled down from the cloud), will then show as "not imported" in either program. iPhoto is at least smart enough to say that it's a duplicate. Weird process.
