That would allow you to create an Apple ID for her, and you have the option to approve or deny any purchases she makes. In addition, you can share purchases and contribute to a Family calendar and photo album.

Ive gone under the settings in my daughters iPhone and iPad and created the family sharing. But I want to make sure it's correct. When I go to her iCloud, it shows me a the top and then her below. But when I accept the family sharing on my phone it tells me I have already accepted it. Which I did when I did it for her iPad. I'm so confused.
Under iTunes on her phone and iPad I see her email (that I created for her Apple ID). So is it just supposed to be there on the iTunes section or the iCloud as well? I don't really use iCloud because I don't want her getting all my stuff or me hers.
