Q: how do I know if my phone has water damage

My apps started "disintegrating" like the fuzzy screen on a TV, except it wasn't moving around. I restarted my phone to see if my apps would come back and now the phone wont come back on. It does the apple start up white screen but then it shuts back off. And it's not dead.
